Windows XP SP2 has default internet security settings to block the installation of XFile if it is distributed in an unsigned cab file, even after the user clicks on "install ActiveX" in the information toolbar.
Internet Explorer give the following Security Warning:

Windows has blocked this software because it can't verify the publisher.
Name: saxfile.cab [saxfileee.cab]
Publisher: Unkown Publisher
To help protect your computer, Windows will block software when it annot verify the publisher.

I have found that if "allow software to run or be installed even if
signature is invalid" is enabled then in situations like yours you should
have the option to install the software after you acknowledge the warning.
Otherwise if you can examine the certificate and trust it you can go to the
certification path page, select the top CA in the path, select view
certificate, if you trust it go to details page, select copy to file, select
name and path on your computer and save it. After you save it double click
the .cer file you saved and select install to start the certificate import
wizard which will install that certificate into your trusted root CA store
which should keep you from seeing the unknown publisher message. -- Steve
