Numerous issues with USB ports on the Toshiba Satellite laptops are solved with a BIOS update and installation of the new drivers. It appears that the BIOS version 1.90 fix all problems with ports that don't function.

I suggest you update your drivers, check Toshiba website for drivers, updates, BIOS revisions, and get all Microsoft updates if you are running Windows.
